In strategic planning we determine the company mission, the way of developing the company and the means of expanding the business as well as assessing the options for accessing new markets, for possible diversification of activities, and the possibility of investment.

If this function within a company is not working , it means the company doesn't have a clear plan for development and is content with the status quo. Basically such companies just do what works well, i.e. their main business. When there is a big variation in demand such companies start to become unstable, and with a fall in demand can even completely break up.
